Ephedra comes from the plant Ephedra Sinica, and has been used for 5,000 years as an herbal remedy in traditional Chinese Medicine. Ephedra is a Stimulant which constricts blood vessels and increases blood pressure and heart rate. Ephedra will also stimulate the brain and expand the bronchial tubes which makes breathing easier.

It is not known exactly how the beneficial qualities of Ephedra were discovered, but it was probably similar to the discovery of Caffeine, in which herders observed the beneficial effects that the caffiene thermogenic extract had on their animals.

Ephedra wasn't originally used for Weightloss (back when Ephedra was discovered, the modern marvel of quick access to lot's of food just didn't exist). Rather Ephedra was used as a cure for Asthma, The Common Cold, and other related Bronchital Symptoms. Lately though the powerful Weightloss effects of Ephedra are being realized.

There are over 32 known species of Ephedra, not all of them are banned. Only versions of Ephedra with the Ephedrine Alkaloids present an unreasonable risk of illness or injury and are therefore banned.
